Is there a way of supressing .cs generation if there are no changes?

This could be sensed either by comparing the contents of the generated .cs file to the existing .cs file before overwriting, or by seeing if any of the source xsd files have a modified date newer than the existing .cs file.

This would be useful because it means the modified date on the target file would only change in response to actual changes - so this would prevent dependent projects being forced to recompile even when there were no changes.
